Eliminate or Remove the HAZARD.

Substitute the HAZARD.

Physical Control of the HAZARD.

Procedural Control of the HAZARD.

If the above measures still do not eliminate the HAZARD to workers --> Wear PPE.

OSHA states over and over... PPE is the last option to protect people from workplace HAZARDS.  It's a 50/50% relationship.  Companies provide a safe space free from recognized hazards to work in, and then Workers perform their work tasks in a safe manner.

The General Duty Clause from the OSHA Act of 1970 requires that, in addition to compliance with hazard-specific standards, all EMPLOYERS provide a work environment "free from recognized hazards that are causing or are likely to cause death or serious physical harm."
