That basket was over-weighted and out-stretched past it's fulcrum.

A fulcrum is: The point at which a bar or balancing object is supported or balances.

When it began to tip, it was too late.

The moment to be safe... was knowing to stop the 3rd person from entering the basket.

Know the limits of your lift.

The limits of every lift is stamped into the Manufacturer's Data/Capacity Plate.

Stay within those limits.

1 Person didn't go home.

Always, Always, Always...  Go home.
